OBJECTIVES:
  • Leads the Global Pharmacovigilance vendor oversight strategy to ensure suppliers are actively and appropriately managed across the organization in an effort to achieve business objectives. This includes managing an accurate inventory (list) of PV vendors
  • Educate, partner, support, and build business relationships with various PV functions (i.e., Global Medical Safety, Risk Management CoE & Pharmacoepidemiology, Standards, Compliance & Training, Global PV Operations, DSO & PV Business Partner Relations, PV Strategy & Innovation, and PV Japan) as these groups execute the required vendor oversight plans that are developed.
  • Through the application of various vendor oversight tools, systems and techniques, the Manager, PV Vendor Oversight will deliver business value in line with agreed upon PV goals.
  • Will lead the vendor/partner in the implementation and maintenance of key vendor/partner contracted processes, standards and metrics tracking for key GPV vendors/partners in order to ensure business continuity and reduce/mitigate business risks
    • Partnering with internal GPV and Takeda cross-functional resources as well as vendor/partner(s) to develop policies, processes and procedures regarding in/out-sourcing strategy, implementation plans, adoption methodologies and operational support.
    • Accountable for ensuring sourcing strategies and vendor/partners expectations align with business and GPV strategies to ensure best possible performance and outcomes for Takeda and GPV.
    • Identifying potential areas of vulnerability and risk. Developing mitigation plans to proactively reduce risk.
  • Provides expert project/program management and leadership skills to ensure internal, cross-functional, cross-divisional project plans are in place for GPV related initiatives. Responsibilities include strategic direction and translating the cross-divisional, integrated GPV strategy into an executable plan using innovative approaches to ensure rapid and effective decision making; driving the team to achieve clarity on issues and focus on effective contingencies; interfacing with management and influencing decision-making, monitoring progress, gaps, risk management to ensure progress and business continuity.
  • May provide specific GPV Due diligence project management and oversight.

ACCOUNTABILITIES:

  • Addresses and resolves project challenges, keeping leadership informed of critical considerations (e.g., resources, performance concerns). Provides clarity and direction in urgent or unexpected situations.
  • Responsible for coordinating governance approvals for key project deliverables.
  • Proactively identify and drive project and resource priorities that align with the business objectives
  • Continuously and efficiently manage stakeholders at various levels and across functions
  • Leads the project risk management process in the team and generates the cross-functional, cross-divisional project risk register for assigned GPV initiatives. Independently resolves complex issues and competing priorities that may impact achievement of goals, and creates mitigation plans and drives to resolution.
  • Works closely with the stakeholders to balance operational execution with GPV strategy.
  • Provides regular and ad-hoc project status reports
  • Accountable for all activities associated with effectively building and maintaining partner/vendor/outsourcing relationships for GPV.
  • Directs and manages regular partner/vendor communication concerns projects/activities to ensure key performance indicators are achieved and maintained. May act as the primary contact and will own the daily relationship/communication with business partners and vendors, internal and external.
  • May facilitate meetings/briefings, as needed, with vendor/partners
  • Facilitate GPV needs with vendors and internal/external business stakeholders.
  • Collaborates with business partners to create clear program goals. Communicates goals internally so staff is aware of expectations and consequences.
  • May assist in establishing SLA and metrics dashboard including quality measurements. Regularly reviews and evaluates internal and external Service Level Agreements to identify areas of improvement.
  • Regularly collaborates with business partners on potential program improvements.
  • Drives ongoing process improvement to deliver increasing operational efficiency in all business partner processes.
  • Continually works with functional owners to identify and implement improvements.
  • Facilitates the resolution of escalated vendor-related issues.
  • Ensures vendor compliance to agreement terms and conditions, company policies, standards, etc.
  • Supports budget cycle by providing vendor-related information.
  • Compiles and analyzes trends that affect budgetary needs.
  • Assists in the development of internal monthly management reports.
  • Monitors partner results against goals via account dashboard; proactively reviews dashboards to pre-empt customer dissatisfaction.
  • Lead the tracking, management and oversight of due diligence activities to support GPV.
  • Acts upon gathered performance data and provides quarterly feedback to business partners to ensure quality.
  • Develops and manages training and coaching resources to ensure the ongoing development of personnel as world class project leaders.
  • Responsibilities include planning solutions to achieve identified objectives, developing controlled documents where appropriate, interfacing with senior cross-functional leaders, and influencing decision-making regarding vendor oversight.
  • Collaborates with Global PV stakeholders in developing, implementing and driving the PV vendor oversight objectives through the category assignments.
  • Using the defined vendor categories, assess PV vendors on an ongoing basis to ensure vendors continue to be categorized correctly to receive appropriate oversight based on the evolving Takeda/vendor relationship.
  • Regularly validate that vendor list from GPV and LOCs and ensure accurate reporting into the PSMF.
  • Track and report on vendor oversight progress ensuring timely governance is occurring on a regular basis and outputs are documented as suggested by the vendor oversight strategy.
  • Other duties as assigned.
Qualifications

EDUCATION, BEHAVIOURAL COMPETENCIES AND SKILLS:

  • Bachelor s Degree science or business-related field
  • Advanced degree in science or business strongly preferred
Experience
  • Substantial experience (9+ years) leading complex pharmaceutical project deliverables in a multi-disciplinary, global environment.
  • Experience managing a vendor management office for a pharmaceutical/medical company; including contract negotiation, vendor performance management, preparing and evaluating RFPs, relationship management, and a strong understanding of project management methodologies.
  • 6+ years in-depth strategic and operational vendor oversight experience with a solid working knowledge of vendor management/supplier relationship management
  • Strong understanding of GPV responsibilities, project management skills and supplier management.
  • Global experience preferred.
  • Proven leadership experience in managing matrix teams, influencing outcomes and key project decisions, and strategic problem-solving ability.
  • Proven leadership skills for innovative thinking.
  • Substantial experience in intercultural cooperation.
  • Proven ability to communicate clearly and present key information objectively and collaborate effectively with management.
  • Demonstrated ability to clearly and concisely communicate/prepare presentations for management

LICENSES/CERTIFICATIONS:

  • Project Management Professional certification with PMI a plus
TRAVEL REQUIREMENTS:
  • Access to transportation to attend various meetings held in proximity to the Takeda offices.
  • Able to fly to various meetings.
  • Some international travel may be required.
